IMaCS is a consulting firm with more than 15 years of experience in executing consulting assignments across diverse sectors in India and overseas. IMaCS has been engaged by an UN Agency to provide technical assistance towards financial and human resources management for various programmes in Assam & other North-East States. IMaCS invites applications from qualified candidates for the 01 (One) position of State Consultant For Community Participation Initiatives Under RTE for Guwahati, Assam. The Consultant will provide regular support to key implementing departments, viz. SSA and UN Agency, for project formulation, planning, implementation & regular monitoring of Community Participation initiatives under RTE. S/He will be responsible for smooth functioning of the projects in the district. S/he will also manage efficient implementation of Children clubs and other community based School management structures in a phased manner, and focus on promoting, and supporting RTE initiative in the State.
Major Tasks to be accomplished
A. Technical Co-ordination
• Support the Govt of Assam (SSA), UN Agency Assam and NGO for planning and effective implementation and management of Community mobilization and RTE awareness campaigns.
• Ensure that RTE -2009 protocols, guidelines are respected and adhered to and correctly implemented.
• Develop comprehensive plan & state-specific guidelines for improving
Community participation and RTE implementation
• S/he will
o Ensure that materials and supplies are timely and adequately provided and accountably utilized.
o Coordinate with School administration and NGO for implementation of the Project.
o Ensure proper coordination with different stakeholders at state/district/School and community level.
o Supervise assigned (NGO/Volunteers) personnel and monitor program implementation and provide regular feedback
B. Capacity-building
• Develop capacity-building plans / training and developmental opportunities on Community Participation initiatives under RTE and motivate teachers to improve quality of teaching and learning as per RTE.
• Support in the provision of training for teachers, community and children
C. Supportive Supervision & Monitoring
• Together with other field functionaries of line departments, undertake regular monitoring field visits to districts in Assam as and when assigned, understand the quality of implementation and provide feedback for corrective measures
• Develop monitoring mechanisms/reporting formats, assist with data compilation, analysis and regular reporting etc.
• To provide technical assistance for preparation of documents / regular reports and returns
D. Inter-sectoral Convergence
• Liaise with line departments’ viz. SSA, SCERT, DIET to improve quality of inputs for education in their respective programs including initiatives such as RTE campaign, SMC training, Meena Club meetings
• To participate in meetings, workshops pertaining to SMC training, Community participation and Gender
• To perform any other duties and responsibilities as directed by supervisor.
E.   Deliverables:
• Monthly Reports
• Periodic review & feedback reports
• Travel reports

Official Travel involved

The Consultant will be based at the SSA office at Guwahati, with travel to districts for visit to implement the programme and to monitor.
Qualification and Experience, Knowledge and skill
• Post Graduate in Social Sciences, or Social Wok or Education or Sociology.
• Previous work experience/ field experience /familiar with the practical application of planning/field coordination and management in primary education programs / projects.
• Minimum two years of experience working with Govt/non-governmental agencies/ UN Agencies.
• Ability to conduct educational survey
• Working knowledge of MS Office essential, knowledge of data analysis packages preferable.
• Good written and verbal communication skill, negotiation and facilitation skills
• Fluent in speaking and writing Assamese, English and Hindi
• Ability to work collaboratively with diverse partners and ability to work in a multi-cultural environment.
